"They had to dig that out and put rock into there...they actually were right over the top of a forced main sewer pipe," the staff explanation stated. Staff said prior change orders and weather delays also contributed and that the current ordinance was to renew bid awards and extend time to pay contractors while the work concluded.
After staff answered questions about the work and incremental costs, the council voted to approve Bill 25‑07185. The final recorded vote on passage was 6‑yes, 0‑no.
