He said the County Counselor’s Office was reviewing the legal procedures required.
Council discussion highlighted differing priorities: some members stressed the need for caution and a sunset or ‘‘sunshine’’ date to ensure the moratorium is genuinely temporary; others argued that a moratorium could send a negative signal to prospective employers and that staff or an ad hoc committee might be a better initial step. Council members pressed for a written legal opinion and for counsel to clarify procedural issues before any ordinance is drafted for formal consideration.
The motion to place the item on a future agenda passed 5‑2. The County Counselor said he would provide a memorandum to the council on procedural issues and the council recorded the item to be scheduled for a future meeting if legal review allows.
