Councilman Grodeky described the intended use of the grant funds: to develop the U.S. Army Corps of Engineers’ selected preferred alternative, move the Corps’ 2020 phase toward a full engineering design, develop a restoration plan, secure permits and implement construction to restore fish passage and improve safety.
Speakers explained much of the county match is expected to be provided in‑kind through parks staff time and material handling within Rockford Park rather than large new direct expenditures. Council members discussed timeline targets; one council member said there was a 90% chance of completion within two years of receiving funding and 100% within three years.
Supporters emphasized both safety and environmental benefits, with one council member saying the work would “allow the county to move one step forward for a safer Rockford Park.” The motion to finally pass Bill 20-512-334 carried 7–0.
The ordinance authorizes the county to pursue the federal grant and enter the necessary agreement; the record shows the project will follow Army Corps engineering guidance and require permitting and staged implementation before construction begins.
