Yuba City adopts strategic plan through 2029, sets quarterly reporting cadence

YUBA CITY — The Yuba City City Council on Feb. 17 voted unanimously to adopt a strategic plan that the city manager described as a three‑year planning horizon through 2029, with quarterly reporting to the council.
City Manager Robert Bendorf presented the final draft and said the plan outlines a mission, values and focus areas—safe communities, workforce excellence, economic development, quality of life and fiscal health—along with action items and reporting milestones. "Presented to you tonight is the final version or, well, final if you approve it, of the city of Yuba City strategic plan," Bendorf said, noting the plan will be reviewed at four‑month intervals and adjusted as priorities change.
Council members characterized the plan as practical, durable and measurable. Council member Shaw told the council, "This is what we need," while other members praised staff for producing an implementable blueprint for the next several years.
Council member Kirchner moved to approve the plan and Council member Shaw seconded. Roll call recorded ayes from Kirchner, Shaw, Vice Mayor Pasquale and Mayor Boomgaarden; Council member Cole was absent. The plan was adopted unanimously.
Bendorf and staff said some dates in the draft will be edited (for example on employee recognition milestones) and that department heads will continue to report on implementation. The council did not take further action beyond adoption; staff will return with progress updates as scheduled.
