The Garden City Council approved an amendment to the state/local agreement for sidewalk improvements connecting the Glenwood Bridge to Riverside Drive (Resolution C1223-26), with staff saying the amendment clarifies project administration and does not change the city's financial obligations.
Director Thornborough described the change as an administrative clarification that correctly reflects the Idaho Transportation Department (ITD) administering the project on the city's behalf rather than the city serving as project manager. Thornborough said the amendment was not intended to alter the city's fiscal exposure for the specific project but acknowledged construction timing may shift because ITD has delayed related work; staff estimated the project could be pushed to fiscal year 2028. "It is not intended to change any of the financial obligations to the city," Thornborough said.
Council moved and seconded the resolution and voted in favor. The council noted the potential risk of cost escalation if construction is delayed and that ITD may seek additional funds if overruns occur; staff said there are separate efforts to group projects for cost savings and to pursue additional match funds if needed.
