Board adopts Modoc County local hazard mitigation plan approved by Cal OES and FEMA

The Modoc County Board of Supervisors voted Feb. 10 to adopt the Modoc County Local Hazard Mitigation Plan, a 356-page document the Office of Emergency Services and consultants completed to meet state and federal requirements.
Renee Sweet, deputy director of the county Office of Emergency Services, told the board the plan had cleared both Cal OES and FEMA review. "We finally got through our hazard mitigation plan…Cal OES approved it. It went to FEMA. FEMA's approved it," Sweet said, asking the board to adopt the resolution effective Jan. 16, 2026.
Why it matters: Adoption of a locally approved hazard mitigation plan is a prerequisite for some disaster grant programs and for certain federal reimbursement processes. Sweet told the board the county has already received reimbursements for past storms and expects the plan will help secure additional funds for recent and future disasters.
Board action: A supervisor moved and seconded adoption of the resolution; the board approved the resolution by voice vote with no public comment.
What comes next: Sweet said county staff and contractors completed the plan ahead of the December deadline and that approval by Cal OES and FEMA clears the way for local implementation and grant eligibility. She encouraged continued public and interagency coordination as mitigation projects are prioritized.
