Board approves a package of administrative, public works and personnel items

The Modoc County Board of Supervisors approved a range of administrative and public-works items during its Jan. 27 meeting.
Among the approvals, supervisors authorized a budget modification increasing general-fund expenditures for indigent defense by $82,481 for fiscal year 2025'1, citing an increase in large felony cases and the potential for partial reimbursement of up to about $60,000 if certain thresholds are met. The board also approved adding a Paralegal 3 classification to the allocation table and authorized in-house recruitment for the position; administration emphasized the action establishes classification authority but does not add a net new funded position at this time.
Public works and administration requests cleared on the consent or regular calendar: the board waived competitive-bid requirements to purchase one YARBO robotic lawn mower with attachments for up to $13,079.74; it also approved purchase of four AquaTrol groundwater-level sensors and accessories for the Big Valley Basin not to exceed $13,680.23, with funding coming from an existing grant. Agriculture staff corrected a typographical error in Resolution 2025-31 to restore seven advisory board seats for the Stronghold/Newell Pest Abatement Benefit Zone Advisory Board (CSA No. 2), saying the number had always been seven.
The board approved authorization for the chair to sign an alcohol license for the Big Valley Endowment Foundation dinner at the Aiden Community Center on Feb. 21, 2026. One supervisor, speaking during the item, described personal experiences caring for foster children and said they could not support the license; the board nevertheless approved the authorization by voice vote.
Supervisors also approved corrections to the Jan. 13 meeting minutes (noting that earlier minutes incorrectly credited a motion to a supervisor who had been absent) and received department and supervisors' reports on regional meetings, fire-safety planning related to CAL FIRE regulations, opioid settlement planning, and grant applications. The board met in closed session on personnel evaluation and labor negotiations and later reported simply that an evaluation was held, direction was given and one closed-session item was continued to a subsequent February meeting.
