Modoc County approves $275,000 Bringing Families Home contract with TEACH

The Modoc County Board of Supervisors approved a contract on Jan. 27 with Training Employment and Community Help Inc. (TEACH) to provide the Bringing Families Home (BFH) program, a housing-focused service for families involved with child-welfare services.
Tom Sandich, director of social services, told the board the BFH program is "specific to families who are involved with the child welfare system, child protective services," and is designed to stabilize housing quickly so parents can focus on court processes, visitation and case planning. Sandich said the program helps free social workers to focus on court-related tasks by ensuring families have a landing pad for housing supports.
Board members asked how BFH differs from other programs such as Home Safe, the Housing Support Program (HSP), and the Housing and Disability Advocacy Program (HDAP). Sandich said eligibility is the primary distinction: BFH targets child-welfare-involved families; Home Safe covers populations eligible for adult protective services; HSP is for CalWORKs-eligible families; and HDAP serves people with disabilities who are homeless or at risk and has stricter eligibility and reporting requirements.
The contract was described as a continuation of state-supported programs; the BFH agreement would not exceed $275,000, run from Jan. 1, 2026, through June 30, 2028, and was approved by voice vote with no public opposition recorded.
