Modoc County OKs $8.54 million contract to rehabilitate County Road 91

The Modoc County Board of Supervisors on Jan. 13 authorized the chair to sign a contract with Hat Creek Construction and Materials Inc. for the County Road 91 rehabilitation project, approving the low bid of $8,540,989.
Mitch Crosby, with the county road department, told the board the project is funded through a U.S. Department of Transportation grant under the Safe Streets and Roads for All program. "We opened bids in December. Hat Creek was the low bidder," Crosby said, adding that bids came in higher than the engineer’s estimate but contingencies and scope flexibility should allow the county to complete the work as planned. Crosby said GHD will serve as resident engineer on the project and that work is expected to begin around May 1, weather permitting.
The county discussed environmental and coordination work for an associated County Road 1 portion; Crosby said staff are still working with Caltrans on environmental clearance and were “fifty–fifty” on whether that portion will proceed this year or be delayed until 2027.
The board voted to approve the contract and authorized the chair to sign. No public opposition or amendments were recorded during the discussion.
The county will proceed with contract administration and resident engineering through GHD and will notify the board and community of firm schedules and any traffic impacts as the contractor mobilizes.
