Commission Approves Lot Consolidation for Lyon Elementary in Covington

Jeff Shane, special counsel for the Saint Tammany Parish School Board, asked the commission to approve a resubdivision that would consolidate fragments of former lots, revoked street right-of-ways and a small park into one legal lot for the Lyon Elementary School campus at 1615 North Florida Street in Covington.
Shane told commissioners the campus had been annexed into the city after earlier subdivision and street-right-of-way changes and that older lot lines were never legally recombined. He said that the patchwork of record parcels is now creating practical problems for setbacks and future capital improvements and that consolidation would function like an administrative resubdivision but required a public hearing because of the number of parcels involved.
A city staff member and commissioners confirmed the history, saying the school campus was built across original lot lines and that the consolidation is consistent with previous administrative resubdivisions of school properties.
A motion to approve the resubdivision was made and seconded. Roll call recorded affirmative votes from Commissioners Boone, Davidson, Dovick, Bullock and Hudson; the motion carried unanimously.
The approval clears a legal obstacle the school board and city staff said was preventing straightforward permitting and should simplify any future building work on the campus. No timeline for specific construction was provided during the hearing.
