The University of Guam Board of Regents voted to accept the newly constructed School of Engineering and the Doctor Lucio C. Tan Student Success Center at its Feb. 19 meeting, marking the formal transfer of those completed capital projects to university operations.
The vote came after a Physical Facilities Committee update that summarized construction status and outstanding work. Committee staff said both buildings are 100% complete, occupancy permits have been issued and remaining items include FF&E installation, punch-list work and final elevator and artwork installations. The committee also reported progress on other campus capital needs, including reservoir and typhoon remediation work (estimated at about $1,370,000) and an estimate of $9.5 million for School of Education HVAC upgrades.
Why it matters: Accepting newly completed buildings formally places responsibility for operation and maintenance with the university and triggers ongoing facility-management activities and budget implications for operations and debt service.
Committee updates and procurement: The facilities report covered IT modernization and cybersecurity efforts (multifactor authentication, security-awareness training, incident response policy and encryption implementation). Fiber, temporary Wi-Fi and VoIP installations for new buildings are in progress; one telecom change order was reported at $32,320 and a security contract renewal (G4S) at $127,000. Safety inspections noted most fire systems and fire extinguishers had been inspected; elevator and ADA repairs and CCTV deployments are underway.
Board action: After a brief discussion the board moved and approved resolution 26-09 to accept the School of Engineering and Student Success Center. The acceptance was recorded with a voice vote.
Where the record stands: Acceptance allows campus units to finish remaining operational preparations while facilities and IT teams complete punch-list and commissioning work. Committee leaders said they will continue reporting progress on remediation, ADA repairs and remaining installations.
Representative statement: "They're occupied. We need to pass this motion to accept the board for the board to accept," a committee member said during the discussion.
