Staff explained the grant did not cover the full bid and that the city holds park impact fees that must be used on "new build" park projects or returned to payors after a statutory period. Staff said the fund balance was roughly in the range of the $100,000 approval discussed but warned there is a limited window to spend impact fees and that standard procurement rules (three bids) apply for larger projects.
After discussion and clarification that the impact fees are restricted to new park construction and cannot be used for repairs, council members moved and approved use of the impact fees to construct the pickleball courts. No additional grant or external funding was identified in the meeting record.
