Orlando council adopts annexation and zoning ordinances, advances plat code amendment

The Orlando City Council on Feb. 23 adopted two ordinances on second reading and approved a first-reading amendment to administrative plat review rules.

On second reading, the council adopted Ordinance 2025-43 to annex about 0.32 acres into the city — a parcel described as north of East Michigan Street, east of Mayer Street, west of Brown Avenue and south of East Crystal Lake Avenue. The motion was made by Commissioner Sheehan and seconded by Commissioner Rose; no public comment was requested and the motion carried.

Council then adopted Ordinance 2025-44, amending the city's growth management plan and zoning maps to designate the same parcel as residential low intensity and single-family residential with the traditional city overlay. Commissioner Sheehan moved and Commissioner Rose seconded; no public comment was recorded and the ordinance passed on second reading.

On first reading, Council approved Ordinance 2026-3, which amends Chapter 65 of the Orlando City Code to conform with Section 177.071 of the Florida Statutes regarding administrative review and approval of plats and replats and designates the planning division and planning official as the administrative authority. The first-reading motion carried (motion by Commissioner Sheehan, second by Commissioner Rose).

What happens next: The annexation and zoning changes are effective per the ordinances' effective dates as specified in the adopted texts; staff will return with any procedural steps required to implement the administrative plat-review changes after the ordinance moves through the required readings.
