Engineering says Hopewell South work advancing; March 2 meeting with utilities planned, May planning commission date possible

Kendall Kenoke of the engineering department told the Regal Development Commission on Feb. 23 that work on the Hopewell South project has moved quickly since the contract was approved three weeks ago. Kenoke said the team received a previous topographic survey that can be used for design, is completing a boundary survey, has started geotechnical borings and is running drainage analyses.
“We received a topographic survey from a previous surveyor. We evaluated that and determined it's good to use for design for this,” Kenoke said. He added the design team is preparing a preliminary grading plan and a high‑level utility layout tied to the current PUD plan; detailed utility design will follow zoning approval.
Kenoke said the staff will meet with CBU on March 2 to discuss preliminary drainage strategy for detention and water quality and that the schedule could support a May planning commission date for the primary plat, though there is risk if the lot layout or road alignment changes and additional rework becomes necessary.
Commissioners were asked whether they wanted staff to advance detailed grading and plat work now or pause to incorporate council feedback after first reading; several commissioners said they preferred to hear council feedback at the March 4 first reading before finalizing items with higher risk of backtracking.
Next step: staff will present drainage strategy to CBU on March 2 and monitor council feedback after first reading before advancing final plat work toward a May planning commission date.
