Sedalia council hears Scott Joplin Foundation report, approves transfer of Maple Leaf Park

The Sedalia City Council on Feb. 25 heard a detailed presentation from the Scott Joplin International Ragtime Foundation and voted to convey Maple Leaf Park (105 North Lamine Avenue) to the foundation.
John Simmons, speaking for the foundation, reviewed recent festival metrics and outreach efforts and asked the council to continue support the group’s work preserving Scott Joplin’s musical legacy. Simmons said the foundation’s 2025 festival represented performers from 37 states and three countries and sold 1,404 concert tickets; he estimated a direct economic impact to the community of about $434,000. Simmons noted institutional and grant support, including a Missouri Arts Council grant of $22,500 and a tourism marketing grant he said is worth $43,000, and said the foundation’s local sponsorships and in‑kind contributions exceeded $12,000.
Simmons described programming aimed at youth outreach — including an artist‑in‑residence week timed to Black History Month — and introduced Kathleen Boswell, who outlined school and community activities, and Ethan Linewon, whom the foundation named incoming artistic director. Linewon said he plans expanded programming and greater outreach to attract younger and broader audiences while keeping the festival rooted in ragtime traditions.
After the presentation, council members moved and approved Bill 20‑26‑20, an ordinance conveying Maple Leaf Park from the city to the Scott Joplin International Ragtime Foundation of Sedalia, Incorporated. The motion passed on roll call with all members recorded in favor. Council discussion on the conveyance was limited at the public meeting; the second reading and final passage were recorded as passed.
The transfer follows the foundation’s request for continued budget support and recognition of the festival’s local tourism contribution. City staff were thanked for venue assistance and public works for cleanup and event support during the festival.
The City Council took no additional fiscal action on the dais beyond approving the conveyance. Foundation representatives said the organization will continue school programs, expand social media and marketing, and work with the city on event logistics and venue support.
