John "Josh" Outlaw of The Adams Company told the board this was the second public hearing on the application and said the request seeks "the maximum amount of $950,000 for housing rehabilitation," consisting of $855,000 for housing activities and $95,000 for grant administration. Outlaw listed four primary reconstruction addresses and three alternates that could be rehabilitated if applicants are eligible.
Why it matters: Outlaw said the grant funds originate with U.S. Department of Housing and Urban Development and are allocated in North Carolina; he emphasized there is no Duplin County matching requirement for this application. He told the board roughly 10–11 potential properties had been surveyed and selection would be based on documented need and county procedures.
After public questions about addresses and selection criteria, Commissioner Dyer moved to adopt the resolution authorizing submission of the application and allowing the chair to sign; Commissioner Garner seconded and the motion carried.
Next steps: Staff will submit the application by the stated program deadline and, if awarded, proceed with the project as described in the CDBG-NR application documents. The board passed the resolution but did not discuss award contingencies or timeline for implementation at the meeting.
