Heath boards authorize chairman to finalize administrative services agreement with city after clarifying cost exhibits

City staff presented a proposed administrative services agreement Feb. 17 that would memorialize services the City of Heath provides to the Heath Economic Development Corporation and Heath Municipal Benefit Corporation, including accounting, audit funding, administrative support, a parks maintenance employee and an economic-development director.
Mr. Alexander described the intent to reimburse the city for actual costs it incurs delivering those services. Board members raised drafting issues in section and exhibit numbering, and pushed to avoid hard-dollar monthly amounts in the body of the agreement. Instead the board favored tying compensation to a percentage of actual cost shown in an exhibit that can be adjusted by mutual consent. One board member noted the need for a mechanism to allow cost adjustments in year two and beyond as staffing and salaries change. The board also discussed phasing out EDC funding over time for some property maintenance work.
After clarifying that the exhibits should be adjustable and that reimbursement should reflect actual costs (not fixed hard-dollar monthly numbers), the board unanimously authorized the chairman to work with city staff and attorneys to finalize the agreement and forward it to city council for approval.
