"Consistency is what we can expect to lose first if you choose to cut our funding," Moxham said, describing her experience working with exceptional learners and arguing that specialized services are essential and in many cases legally required. She said Waynesboro's growth should be accompanied by strong schools and that investing in schools supports the community's long-term strength.
Moxham urged the council to ask how the city can ensure every child has needed supports rather than focusing on how little the city can provide. The council did not take action on the comment; citizen remarks were recorded under the public-comment portion of the agenda.
