Council asked to retain Design Workshop for downtown master plan; staff requests $35,000 budget amendment

Rocky Hinkle, community development director, presented a proposal to hire Design Workshop (with Kimley Horn and ADG) to lead a Downtown Broken Arrow master plan intended to guide the next chapter of downtown growth.
Hinkle said the process will cover a study area of more than two square miles and is expected to take about 12 months, with the city appointing a citizen advisory committee to provide oversight. Staff told the council that the professional-services cost is not expected to exceed $185,000 and requested budget amendment number 23 to provide an additional $35,000 from the sales-tax capital-improvement fund.
A councilor moved to approve the professional-service agreement and the budget amendment; the meeting transcript records the motion and a second but does not include the roll-call tally in the on-record segment. Staff said, if approved, the consultant would meet with staff and the advisory committee in March to begin the planning process.
