The Syracuse Planning Commission on the evening voted to rescind earlier recommendations for a special use permit and a major site plan review for a renovation at 652 West Onondaga after staff identified a procedural omission in the earlier review.
Jake Dishaw, Deputy Commissioner of Code Enforcement and Zoning Administration, told the Commission that new special-use criteria adopted in October 2026 were not applied when the project was previously considered and that staff therefore recommends rescinding both the special use permit recommendation (SP-25-29) and the related major site plan review (MASPR-25-29) so corrected findings can be prepared and presented at a future meeting. "We need to kind of back this up, resend it, and bring it back before you at a future meeting," Dishaw said.
Commissioners moved and seconded separate motions to rescind the prior recommendations for the special use permit and the major site plan review. Both motions carried by voice vote; no roll-call tallies were entered into the record and the chair confirmed that the items were rescinded. The zoning administrator said the applicant is aware and the item will be re-noticed to the public in the same channels the city typically uses.
Why it matters: Rescinding the prior recommendations pauses any pathway to a final decision by the common counsel until staff supplies a corrected report applying the new criteria. The action preserves the Commission’s procedural compliance and restarts public notice and review for the project.
