O'Fallon to add new leave types and tighten public-solicitation rules in employee handbook

HR Director Ashley Baker presented annual updates to the employee handbook to reflect changes in law and to tighten policies identified in a recent audit of CityFest funds.
Baker said revisions include statutory and policy additions such as military funeral honors leave, neonatal intensive-care leave, leave for platelet/bone-marrow/organ donation, clarified business travel and expense rules, and a new public-fund solicitation/donation-acceptance policy. Grant Bartsch explained the solicitation language grew from auditor findings related to CityFest funds and is intended to prevent employees or elected officials from using city records, utility bills or business registrations as part of private fundraising unless the event is a city-approved event and explicitly cleared by council, the mayor and the city administrator.
Baker said the handbook changes have been submitted for legal counsel review and that a CityFest funds report will be shared with council. The committee moved the handbook updates to full council for approval.
