Eustis moves forward with surplus-lot affordable homeownership RFP

The Eustis City Commission gave staff consensus on Feb. 19 to pursue a program that would convey five surplus residential lots to qualified 501(c)(3) affordable-housing providers through a competitive RFP process. The program framework requires partner nonprofits to enter development agreements, record 30-year affordability covenants, and ensure completed homes receive certificates of occupancy within 18 months of deed recording.
Staff said the lots are located in the CRA and that title searches have been completed. The RFP will require a mandatory partnership with a licensed residential builder and will defer (not waive) impact fees until closing. The commission discussed whether to include a point system giving preferential treatment to first responders or Eustis residents; commissioners ultimately opted not to adopt a formal point system and instead asked staff to include resident preference language and ensure partners maintain waiting lists and selection procedures.
Staff will return with a formal resolution declaring the lots surplus, RFP language and scoring criteria consistent with state law and CRA requirements.
