For 315 Palmetto Street (Resolution 26-18), staff said the lien had accrued to $21,300 from daily fines tied to a long-running overgrown-lot violation. The city’s code enforcement board recommended a 90% reduction to $2,130 after discussion and a 4–3 vote at the board level; the commission debated the fairness of a large reduction for a repeat violator and whether that would set a precedent. The board chair, Alan Paskovsky, provided the board’s timeline and noted the owner’s sporadic responses. After commissioners proposed alternative reductions, the commission set the fine at $12,000, payable within 30 days, reverting to the original amount if unpaid. The roll call on the motion to set the fine at $12,000 recorded three ayes and two nays.
On Resolution 26-19 (1033 South Grove Street), the commission approved the code enforcement board’s recommendation to reduce a $2,600 lien to $1,000 and release the lien upon payment; there was no public opposition at the hearing.
The commission’s decisions emphasized both enforcement and the discretion available when property owners cure violations or present mitigating circumstances.
