The planning commission approved a preliminary plat for an 11-lot major subdivision on 6.65 acres at Cemetery Lane/Herod Lane, subject to the addition of a utility easement to Lot 11.
Jim, the project representative, said the project will require an extension of the water line along Cemetery Lane from the corner of Harriet Lane and the installation of a fire hydrant near Lot 11 to provide adequate coverage. He also identified a rear area of several lots with slopes exceeding 15 percent that was marked non-buildable without an engineered site plan. "The owner of any lot who desires to build in this area must basically submit an engineered site plan for construction in that area that addresses all the issues," Jim said.
Commissioners asked who would own and maintain the non-buildable area; Jim said each respective lot owner would own that portion. Rosalie detailed existing utility easements, manhole locations and said the plat includes required notations; she also noted warning language for future building permits and potential TDEC review if building is proposed within the steep area.
Staff (Amanda) recommended approval of the preliminary plat. Commissioner Thomas moved to approve the plat with the added utility easement for Lot 11; the motion passed unanimously.
The commission recorded that the requirement to address steep-slope construction is a self-imposed condition noted in the minutes and not a commission-imposed condition on the applicant.
