The Charleston County Planning Commission unanimously approved a site-plan revision for the Charles Hill County Fieldhouse at its February meeting.
Matthew Brown, a civil engineer on the project, said the latest changes respond to school-board leadership requests: the plan adds a concrete curb between a double-sided bay in the parking lot, includes two cuts and landscape islands to direct water to an existing catch basin, and adds additional ADA-compliant handicap spaces. "We didn't lose any parking spaces. We remained at 66 parking spaces," Brown said. He described the curb as sliced to facilitate drainage and said no major grading is proposed.
Commissioners raised concerns about stormwater runoff toward the practice field once paving is added. Rosalie, planning staff, said the sliced curb allows drainage to cross the curb line, noted one stormwater inlet at the half-moon area, and praised the additional ADA spaces. She also said a traffic sign will be placed at the second entrance to reinforce that College Street is one-way.
A commissioner asked about the curb's secondary effect on behavior; Brown said it would help prevent skidding and "donuts" by breaking up continuous asphalt. With those clarifications, Commissioner Bay moved to approve; Commissioner Welch seconded and the motion passed unanimously.
The approval covers the site-plan revisions presented; any future material changes will return to the commission for review.
