Duplin County approves $43.3M amended detention center project ordinance; officials say construction contract unchanged

The Duplin County Board of Commissioners approved an amendment to the detention center project ordinance that places the total project cost at $43,313,350 and authorizes transfers and appropriations necessary to complete the work.
County staff described the amended funding: a legislative grant of $21,300,000, an additional grant of $11,000,000, a third grant of $5,500,000, interest on those funds (to be used per grant agreements), a transfer of about $1,100,000 from capital reserve to the capital project, and an appropriation of $236,870 from the general fund contingency. The presenter said construction cost was $40,320,100; engineering/architectural services $2,887,000; and $100,000 for furniture and fixtures, producing the $43,313,350 total.
Commissioners asked whether the project remained on budget and about the history of appropriations. A county speaker said the construction contract amount with Daniels & Daniels had not changed and that change orders had been handled within the contract contingency. One commissioner remarked, "We're getting this jail and not raising any taxes," in praise of the funding outcome.
A motion to approve the ordinance amendment (moved by Commissioner Garner, second by Commissioner Branch) passed by voice vote.
Staff said the project has an expected completion in early April and reiterated that interest earned on grant funds must be used for the same purposes under the grant agreements. The board thanked staff for managing the project and approved the amendment to move the capital work forward.
