Planning commission recommends approval of updated Chapter 8 of Falls Church comprehensive plan

The Falls Church Planning Commission voted unanimously on Feb. 18 to adopt amendments to Chapter 8 of the city’s comprehensive plan and recommend final approval by City Council. Chapter 8, titled Community Building Blocks, addresses community facilities, utilities and public services and includes updated vision language, references to utilities coordination and expanded budgetary context.
Staff explained the changes since the commission’s prior work session: a revised vision statement emphasizing facilities, utilities and climate resilience; greater context on schools as community spaces; added references to the National Joint Utilities Notification System to encourage better coordination among utilities and Dominion; and new language on using the chapter in a budgetary context. Staff also highlighted how newly added material is shown in gray in the draft.
Commissioners suggested several clarifications and edits during the public hearing, including fixes to awkward or missing phrasing in the draft, stronger language tying utility pole and cable removals to franchise agreements if legally permissible, and additional emphasis on undergrounding priorities. Commissioners praised the chapter for reflecting extensive public outreach and staff responsiveness.
A resolution to adopt the chapter and recommend it to City Council was moved, seconded, and approved by roll call (unanimous). Staff said the chapter would proceed to City Council with the Planning Commission recommendation and that the chapter is expected for a City Council hearing on March 9.
Next steps: the commission’s recommendation will be forwarded to City Council for final action; staff expects a council public hearing and decision as part of the March meeting schedule.
