Glenn County board approves personnel classifications, expands nepotism policy and adopts cybersecurity policy updates

Glenn County's interim personnel director, Tara Rhodes, presented several personnel and administrative-policy changes the board approved on Feb. 17. The package included creation of a new Assessment Recording County Clerk Supervisor classification and the addition of two Office Technician positions to the countywide allocation list. Staff said the changes required parallel edits to the schedule of classes and the book of class specifications.
Rhodes also presented an update to the county's nepotism policy to broaden the definition of covered relationships to include household members such as domestic partners, long-term cohabitants and individuals who share financial responsibilities; staff said the change is intended to reduce real or perceived favoritism in hiring, supervision, promotion and discipline decisions. The board adopted the revision.
Separately, staff introduced a county cybersecurity policy intended to mitigate growing cyber threats after a recent local JPA experienced a major incident; personnel said the policy is a first effort and may be refined as IT and stakeholders provide further input. The board approved the set of personnel and administrative changes and directed staff to continue coordination with unions where language adjustments were flagged.
One personnel item (a sheriff's lieutenant job description) was pulled for further review after union concerns and will return to the board in a future meeting.
