Glenn County approves Clean California grant amendment to add park projects, staff to assess liability for disc-golf plan

Glenn County's board approved an amendment to a Clean California parks accessibility and beautification grant on Feb. 17 that extends the grant performance period to Sept. 30, 2026 and would allow the county to use approximately $1,000,000 in remaining funds to add projects at Willis Memorial Park, Orland Memorial Park and Walker Creek Park.
Oscar Chavez, General Services, told the board the likely uses include painting Willis Memorial Hall (a significant expenditure), adding water fountains at the Willows park, and installing a recreational disc-golf course at Walker Creek. Chavez said the grant extension avoids returning leftover funds and allows the county to expend remaining money on additional park improvements.
Supervisors raised concerns about potential liability where the disc-golf course borders Highway 99 and asked for risk-management input. The county risk manager said staff would examine applicable exemptions, liability mitigation and signing/waiver options and would return to the board if county liability were found to be significant. The board authorized moving forward with engineering and plans so the county can complete eligible work before the grant's Sept. 30 deadline.
The motion to approve the grant amendment and proceed with planning and engineering passed unanimously.
