Talia Richardson, director of public works, told the Glenn County Board of Supervisors that staff seeks to amend two county ordinances (12.44 and 12.46) to formally assign an existing pipeline franchise previously granted to Vintage Production California LLC to California Resources Production Corporation, permit installation and operation of additional pipelines, increase total pipeline length authorized under the franchise, and revise indemnification provisions to strengthen county protections.
Richardson described the change as a successor-in-interest assignment related to Vintage Production California LLC's franchise rights and said the proposed ordinance would clarify permitting, operation, maintenance and replacement authority for pipelines. The board opened the public hearing; no members of the public spoke. The board then closed the hearing and directed the clerk to place the ordinance item on the March 10, 2026 agenda for further action.
There was no vote to adopt the ordinance at the Feb. 17 meeting. Richardson said the amendment would reflect the assignment to California Resources Production Corporation and strengthen indemnification language for the county before a future adoption vote.
The board's action was procedural: accept the staff report, open/close the public hearing and schedule the item for the next meeting for formal consideration.
