Montgomery Township approves several public-works purchases and a police-pension ordinance advertisement

At the April 28 meeting, Montgomery Township supervisors approved multiple procurement motions and authorized administrative steps affecting the township’s capital program.
Traffic signal modernization: Gilmore & Associates reviewed two bids for the intersection modernization at North Wales Road and (listed in packet) Harbob/Arbog Lane; the low bid of $629,470.55 from Armor & Sons Electric Inc. was recommended and the board voted to award the contract per the engineer’s recommendation.
Public works equipment: The board approved purchase of a removable wood-chipper box from Craftwell Fabrication Company for $8,240, per quotes in the capital plan.
Fleet replacement: The board approved separate motions to (1) purchase a Peterbilt dump truck from GL Sears for $158,601, (2) purchase and install a dump body and salt spreader from J & J Truck Bodies and Trailers for $97,360, and (3) purchase and install a snow plow from Dejana Trucks & Utility Equipment for $31,814. The combined replacement and upfit cost cited in the packet was $287,775; staff said the purchase would use state liquid-fuels funds and would not impact the general fund.
Recreation center security upgrade: The board authorized a contract with CM3 Building Solutions (CoStar cooperative purchase) to migrate access control and video to an Avigilon cloud platform, add multi-technology readers and four cameras (increasing coverage from 30 to 34 cameras), and provide programming and training; the quoted total was $108,000 and the motion passed.
Police pension ordinance: Staff recommended advertising an ordinance amendment so the pension plan document mirrors recent collective-bargaining changes: eliminating service increments for officers hired after Jan. 1, 2021, and adding an early-retirement benefit for officers with 20+ years of service. The board authorized advertisement of the proposed ordinance amendment.
ARPA allocation: The board adopted the lost public-sector revenue provision for previously received ARPA funds (total reported $2,742,894.57), which allows the township to use the standard allowance for government services rather than limit the money to stormwater projects.
