Board approves special‑use permit to legalize long‑running RV and boat storage at Christ the Victor Church

The Pinal County Board of Supervisors voted Jan. 7 to approve a special‑use permit allowing Christ the Victor Lutheran Church to continue operating an RV, boat and indoor storage facility on nearly 20 acres southeast of Arizona Farms Road and Apollo Drive.

Staff said the use arose from a code‑enforcement complaint and that the church has operated the storage since about 2004. Applicant attorney Bridal Ray told the board the church chose to seek compliance through a special‑use permit rather than dismantle the operation, and he said the proposal meets the county’s ten‑point criteria for an SUP. Planning staff reported the Planning & Zoning Commission recommended approval and noted surrounding commercial uses and warehouses.

Board members asked about site security and screening. Ray confirmed there is a solid masonry wall along the south and west sides adjacent to residences and secured fencing elsewhere; he said the church and staff do not anticipate major site improvements as part of the permit. With no speakers registering opposition during the public hearing, the board approved the item with one stipulation.

Next steps: The board’s approval brings the property into formal compliance under the SUP; conditions and enforcement will be handled through county planning and code‑compliance channels.
