Staff noted ADUs are permitted by right in some zoning districts (RA and RR were cited) but that a fuller zoning amendment and regional coordination would be needed for consistent policy across municipalities. The board discussed convening joint meetings with the planning commission and possibly using grant funding or a consultant to draft ordinance changes. No ordinance action was taken; members asked staff to continue research and to consider public engagement and a regional approach.
