Tom Songer and prospective tenant Amy Mutton told the Board of Supervisors Aug. 5 that a Ferguson Township zoning officer denied a permit for AM Corrective Skincare in Bristol Park after deciding the proposed use fits the township’s definition of a "personal service establishment," which is not allowed in the IRD zone. Songer said he filed a zoning appeal on Mutton’s behalf and that the appeal is set for Aug. 26.
Mutton described AM Skincare as a small wellness‑based skin‑health studio that provides noninvasive corrective treatments intended to support healing for chronic skin conditions. "We do not offer cosmetic and nature services. We are not a walk‑in facial or spa treatment facility," Mutton told the board. She said the practice uses clinical technologies and employs a nurse and two trained aestheticians who receive professional instruction.
Songer and Mutton asked for a meeting with the zoning officer, township manager and solicitor to discuss the determination; Songer said no response to meeting requests had been received prior to the meeting. The township manager acknowledged the appeal is on the record and said staff has applied for grant funding to support a zoning amendment review and that an economic development plan and follow‑on zoning amendment work are planned in future months.
No board action was taken at the meeting; Songer said that if the township provided a positive path forward staff would consider withdrawing the appeal, but otherwise the matter will proceed to the zoning hearing board on Aug. 26.
