Murrieta commission adopts patron privacy policy tied to federal messaging rules

Library staff presented a draft Murrieta Public Library privacy policy and the commission voted to recommend its adoption.
Mr. Rossellus said the policy was drafted following Riverside County Library System’s requirement to create a privacy policy to comply with federal '10DLC' text-messaging regulations and to reflect local practices. He described the policy areas covered: retention, security and disclosure of patron records; privacy rights of minors consistent with California law; guidelines for photography and filming; use of video surveillance in and around the library; procedures for processing law-enforcement requests; and confirmation that patron records are exempt from public-records requests under California law. "This policy is based on best practices from the American Library Association, and it aligns with state and federal law," he said.
Staff told commissioners the draft had been reviewed by the City Attorney’s office and that there is no fiscal impact from adopting the policy. After opening the floor for public comment (none were offered), a motion and second were made to recommend adoption. The motion carried unanimously, 4-0.
The commission’s recommendation will go to City Council (or to the appropriate approving body) as the next procedural step for formal adoption or placement on the city agenda. The commission did not attach conditions to the recommendation during this meeting.
