Staff said Jacobs Engineering completed earlier environmental and design work through a 65% submittal, and the city has $1.6 million in federal funding that must be spent on environmental and design work. The negotiated fee for Mark Thomas was described as "just over $1,800,000," and staff recommended a 10% contingency (about $183,716) subject to city manager approval.
Project staff and council members noted the project’s long timeline — about 15 years in the planning pipeline — and the potential for substantial construction savings if the interchange is ultimately built. Councilmember Stone credited advocacy in Sacramento for securing additional funding and praised staff for advancing the project. Councilmember Stone moved and Mayor Pro Tem Lavelle seconded the authorization; the motion carried unanimously, 5–0.
Staff said Mark Thomas brings experience with Caltrans interchanges and complete‑streets projects and will complete the plan, specification and estimate (PS&E) documents required for environmental clearance and federal funding eligibility.
