Staff said the city previously approved a design agreement with ConTech Engineered Solutions and that the next step is buying the precast arch culvert material (manufactured in Menifee). The material cost listed in staff remarks was $130,500; the contract sum in the staff report was $150,500, inclusive of a $20,000 design fee already executed. Staff asked for an additional 15% contingency to cover potential cost changes.
Project timing: staff explained the design is expected to be complete in January, after which the city will place an order; fabrication takes about 8–10 weeks. Staff said installation is expected to be scheduled so footings and contractor work align with delivery, with construction windows aimed for March–April.
Council asked clarifying questions about which bridge components are included in the material purchase; staff replied the order covers the arch span (precast units) and wing walls that channel water around the structure, not the site footings and other cast‑in‑place components. Council approved the motion to proceed with the material purchase and contingency by a 5–0 verbal vote.
The council directed staff to return with an installation contract once procurement and contractor negotiations conclude.
