Murrieta council hears plan to boost Townsquare Park events, weigh fee cuts and a 'Seed to Succeed' incubator
Summary
City staff presented proposed changes to the Townsquare Park & Amphitheater policy including a new 'Seed to Succeed' incubator for nonprofits, reduced user fees, a 12% alcohol revenue share and new event categories; council asked staff to refine maintenance plans and return to the ad‑hoc subcommittee before formal adoption.
City staff outlined proposed changes to the Townsquare Park and Amphitheater use policy at a Dec. 16 workshop, pitching lower user fees, new event categories and a program to incubate new nonprofit events.
"The focus of our workshop today is the Town Square Park and amphitheater use and signature event policy," Kristin Crane, assistant city manager, told the council. Staff said the subcommittee of Mayor Cindy Warren and Council Member Holiday spent roughly six months drafting recommendations and that the packet before council gathered those ideas.
Staff recommended defining the amphitheater as a performance‑focused community hub for concerts, family‑friendly gatherings and cultural events, excluding private social events such as weddings. New categories would include presenting‑sponsor events (city‑branded partnerships), business‑negotiated events for for‑profit promoters with negotiated fees, community events, and city‑produced events.
