CCC approves multiple casino key employee licenses and several temporary qualifications

At its Sept. 3 public meeting the New Jersey Casino Control Commission approved a slate of licensing and qualification actions affecting casino operators in Atlantic City and granted several temporary casino key employee licenses and endorsements.

Actions taken included ratifying the August public meeting minutes and granting three initial casino key employee licenses (Daniel R. Chapman, Sherry R. Cronin and Raymond E. Morales). The commission remanded Kenneth A. Purnell Jr.'s initial application to the contested-case process after the division requested further review.

The commission granted 12 resubmitted casino key employee licenses as recommended by staff and approved multi-casino endorsements for Nicole J. Masood and Martin R. Solway under NJSA 5:12-91.1. The commission also approved resubmitted qualifications for James A. Bruno (vice president of casino operations for Marina District Development Company LLC d/b/a Borgata Hotel Casino & Spa) and Fernando P. Necetta Jr. (vice president of table games at Boardwalk Regency LLC d/b/a Caesars Atlantic City).

The commission received a staff report on delegated approvals for August 2025 from Assistant Director Patrick Ealer, which memorialized temporary permits issued by staff under delegated authority for positions at Ocean Casino, Caesars Atlantic City, Tropicana Atlantic City, and Golden Nugget Atlantic City.

The commission approved requests to place two employees (Michael J. Griggs and Steven D. Paris) on the approved-inactive list and found seven casino key employee licenses to have lapsed for failure to file required review applications, citing NJAC 19:41A-6.1(f).

Stipulations of settlement were approved for James Carr and Christine F. White, granting their applications subject to the terms in the stipulations; a stipulation for Brian Tyndall was likewise approved. Angel J. Martinez's initial application was denied after the division reported non-responsiveness and failure to comply with the contested-case process.

Several business petitions seeking temporary qualifications and licenses were approved after the division filed "no objection" responses: a joint petition by Caesars entities for Renju Matthew to serve as director of iGaming compliance (temporary license and residency-waiver), Boardwalk Regency LLC's petition for Edward Davis to assume duties as vice president and assistant general manager (temporary license), William Hill US HoldCo's plenary qualification of James C. Moody as senior vice president of digital technology, and Marina District Development Company LLC's petition to temporarily qualify Lisonbee (Allison) Fogarty as vice president of marketing for Borgata.

Most motions were moved and seconded on the record and adopted by roll-call or unanimous voice vote as recorded in the minutes.
