Commission approves lot line adjustment for Hudson Ranch Power, Terra Lithium in Calipatria

The Imperial County Planning Commission voted to approve Lot Line Adjustment 00344 for a property at 477 West McDonough Road in Calipatria, a staff presentation said.
Luis (planner) read the staff report and said the application, submitted in the name of Hudson Ranch Power LLC and Terra Lithium LLC, would transfer approximately 11.19 acres from one parcel to another to create a larger laydown area. As presented by staff, Parcel A would increase to about 76.23 acres and Parcel B would be about 140.18 acres. Staff told commissioners that existing water would continue to be provided to both parcels through Imperial Irrigation District service and that no new parcels would be created.
"It is recommended that the planning commission hold a public hearing, hear all the proponents and opponents of the proposed project, and then take the following actions," the staff report stated, adding that the lot line adjustment is recommended to be found categorically exempt from CEQA under the minor land-use alterations provision cited in the staff reading.
Taylor Priest of Precision Engineering and Surveying, representing the applicants, confirmed he had read the full project record and "I do" agreed with the staff presentation.
No members of the public spoke during the public-comment period on this item. Commissioner Sergio Cabanas moved to approve Lot Line Adjustment 00344; the motion was seconded and passed on a roll call with all present commissioners voting yes. Staff noted that any appeal to the commission’s decision must be filed within 10 days.
The county staff report and project record list conditions attached to the approval; the commission’s action was a vote to adopt those conditions and the CEQA exemption finding. The planning staff presentation included the assessor parcel numbers and zoning designations for the site. The commission’s recorded motion and roll call complete the administrative record for the 10-day appeal window.
