Residents tell CPRB they saw MPD block handicap spaces, raise ICE enforcement questions
Summary
Public commenters complained about Modesto Police actions — including an allegation that an MPD vehicle blocked handicap spaces without lights and unverified claims of DUIs involving officers — and asked whether MPD would intervene if ICE agents commit criminal offenses and whether MPD would collaborate on a proposed compassionate city resolution.

Two residents used the public comment period to raise concerns about police conduct and immigration enforcement.
A commenter who identified herself during the meeting described an incident in which she said a Modesto Police vehicle blocked two handicap parking spaces near Panera and remained unattended while the officer went inside, and she said the officer did not have emergency lights on. She said the episode and other examples of officers not using lights raised safety and trust concerns.
The commenter also raised unverified social-media-based claims that named officers had received DUIs and said these matters should be investigated.
Separately, Kyla, who identified herself as a Modesto resident, asked three questions: whether MPD would enforce criminal laws if ICE agents commit criminal offenses; whether the city could create a system to identify impersonators or actors claiming to be ICE; and whether MPD would collaborate with the city if a compassionate city resolution is passed. Chairwoman Beasley Day and staff redirected additional procedural questions and suggested following up with MPD on operational matters.
The board closed the public comment period and moved to new business. No formal investigation outcomes or staff commitments were recorded on the record during this meeting.
