Modesto CPRB adopts 2026 priorities, schedules topics on RIPA, military equipment and policy reviews

Summary
The Modesto Community Police Review Board voted to adopt its 2026 priorities and calendar, directing staff to schedule deeper briefings on RIPA reporting, military-style equipment and policies 4.66 and 4.12. The vote passed on a roll call following discussion of timing and format.
The Modesto Community Police Review Board approved a calendar of priorities for 2026 that centers on three focus areas: compliance and legal risk; public safety and strategic partnerships; and prevention and community programs.
Staff member Scotty summarized the priorities and the subtopics that will be scheduled for board review, naming RIPA data and compliance, oversight of military-style equipment, and an overview of MPD policy 4.66 and procedure 4.12. Scotty said the list is a planning document and that specific topics will be agendized later.
Lieutenant Kleiber noted RIPA submissions are sent to the state and the state, not the department, maintains and analyzes the statewide dataset. “It’s publicly accessible,” he said, and the department’s role is to submit required data and comply with audits.
Board members debated whether to request Modesto-specific RIPA data or rely on the state repository and whether to present multiple subtopics together or break them into bite-sized meetings. Members suggested field opportunities — including attending an annual open house to view equipment in spring — and possible consolidated presentations covering behavioral health and PD partnerships.
After discussion the board moved, seconded and approved the 2026 calendar and priorities by roll call. The clerk recorded several ‘yes’/‘aye’ responses and the motion carried.
The board directed staff to circulate the priority materials and recommended resources ahead of the scheduled presentations and to return in May to revisit the calendar and confirm timing for the listed subtopics.
