Resident tells Farmington committee they weren’t notified about sidewalk grant, files FOI request and seeks minutes correction

Summary
A Town of Farmington resident publicly complained that they were not notified about a sidewalk grant and committee plans, said staff told them "we don't have to," requested the sidewalk committee be reconstituted to include impacted Meadow Road residents, and submitted a FOI request for documents about Judson Lane; committee agreed to review minutes and records.
A resident addressing the Town of Farmington Sidewalk Committee said they first learned of a sidewalk grant applied for about 18 months ago only after hearing a rumor and visiting the town manager’s office, and that when they asked why they were not notified they were told, "we don't have to." The resident asked for a detailed proposal, said they had not received town mailings despite giving a mailing address, and said they had the longest frontage (about 450 feet) on Middle Road potentially affected by the work.
The resident urged the committee to pause its current sidewalk actions and instead form a committee made primarily of residents from the impacted area on Meadow Road, with staff support and representation across political affiliations. They also raised concerns about cutouts to property access and cited a past property where a sidewalk installation limited later allowed access. The resident asked whether the town would charge homeowners for snow clearing if they failed to clear sidewalks and suggested a paid snow-plowing model similar to garbage pickup as an idea.
The resident said they submitted a Freedom of Information request for the document referenced at a previous meeting about Judson Lane and noted a 30-day timeline for FOI filings; the committee pledged to review files and respond. The resident also requested corrections to the Jan. 5 minutes for two omitted questions; committee members agreed to review recorded tape and amend minutes if necessary.
Committee staff (Speaker 4) said they would search files to confirm whether any written agreement existed concerning school-area plowing on Judson Lane and, if not, would respond to the FOI request and put any verbal understanding in writing. The committee did not take formal action on the resident’s requests at the meeting.
