Multiple speakers urge investigation after allegations about 2023 supplemental contracts and district responses to police

A string of public commenters at the Evergreen School District board meeting on Feb. 24 urged transparency and independent review after allegations about supplemental contracts paid in 2023 and disputed statements provided to Vancouver police.
Adam Aguilera, speaking for the Evergreen Education Association, summarized prior investigation work by attorney Rick Kaiser and said Kaiser "submitted invoices directly to superintendent Maloney...billing $450 an hour for a total of $29,980 and delivered a report dated 08/23/2024." Aguilera said Vancouver police detectives repeatedly requested evidence related to complaints about the supplemental contracts and that, in his view, the district did not provide a timely or complete response. He asked when Superintendent Maloney would "contact VPD to correct the record."
Several other speakers echoed calls for investigation and correction of the public record. Angie Bridal asked why Superintendent Maloney did not respond to Detective Jay Alley on Sept. 8, 2025, and why district counsel Garrett Williams told police there were no complaints or investigation when, according to commenters, documentary evidence exists. Camille Lohman urged Director Wilson to pursue motions to terminate the superintendent and the COO, saying "the facts are all there." Danny Stevenson, who said he worked in payroll until October 2023, described raising concerns about a supplemental contract that triggered payroll red flags and said he was put on administrative leave and later involuntarily separated.
Mindy Trofer Cooper, who identified herself as the Evergreen PSC president, said she provided a signed January 22 declaration documenting unsolicited contact by the COO and that she had not been contacted by district representatives about the content of her declaration. Several speakers, including James Watson Hughes, described a broader culture problem they said normalized unpaid labor and discouraged transparency.
Board members acknowledged the repeated public comments and discussed next steps during board comments. Director Wilson previously requested an investigation related to the COO at a prior meeting and was identified in public comments as having asked for a formal investigation; members asked for a one‑page summary of allegations and documentation to be provided for leadership review. The board did not take a formal disciplinary vote during this meeting.
Because the remarks included allegations about named individuals and past investigative communications with law enforcement, public commenters asked the board to correct statements they said were false and to provide independent oversight. The board agreed to further review materials and to schedule follow-up discussions at leadership or workshop meetings.
