Operations committee approves $600,000 change order for poll-pad and voter-mailing services

The DeKalb County operations committee on a voice vote approved a change order to increase funds and extend a sole-source contract with No Inc LLC to provide poll-pad systems and printing/mailing for the Voter Registration and Elections Department through Dec. 31, 2026.

Staff told commissioners the county typically pays for precinct mailings from a postage line item but elected to use No Inc’s expanded services for printing and mailing this year. The request asked that funds be moved from the department’s postage budget into the No Inc contract to cover communications for roughly 600,000 registered voters. Staff said current-year expenses were about $240,000 and they anticipate another $250,000–$300,000 next year, which is why they requested a contract amount “not to exceed $600,000.” (Amount spoken in the meeting: “not to exceed $600,000.”)

A committee member moved the item and the chair called the vote; the motion was approved without a roll-call recorded in the committee transcript. The committee did not record amendments or conditions on the award in the meeting transcript.

The committee did not identify any statutory barriers in the meeting record; staff described No Inc as the vendor the state procured for counties’ poll-pad purchases and said the county was using the vendor for both printing and mailing services this cycle.
