The Village of Royal Palm Beach Planning & Zoning Commission on June 24 recommended approval of application 25-050SE, a special-exception use for Shanghai Foot and Massage Inc. at 129 South State Road 7, Suite 403B.
Planning staff explained the applicant seeks permission to operate a state-licensed massage establishment in a general commercial zoning district and noted the business "has operated for over 10 years without violating any applicable development regulations." Staff recommended the commission forward a recommendation of approval to the Village Council and read site-specific conditions onto the public record.
The conditions recorded by staff include: the special-exception approval shall become null and void should the operator cease operations at this location; the establishment shall take its last customer no later than 8 p.m. and be closed to the public no later than 9 p.m. nightly; and windows within Suite 403B shall not be tinted or blacked out, with visibility maintained into the suite at all times.
Applicant Penley Lou said he did not have a presentation but was "happy to answer all your concern, and we're proud to serve our community." Commissioners asked whether the spa provides physical-therapy services; the applicant clarified they offer reflexology and full-body massage but are not a physical-therapy provider and said a state-licensed therapist is on staff.
Commissioner Derry moved the recommendation to approve; Commissioner McKellen seconded. The motion carried 5-0.
The commission's action forwards the recommendation and the stated conditions to the Village Council, which must take any final legislative action on the special exception.
