Planning commission unanimously approves routine permits, recommends street renaming

The Village of Royal Palm Beach Planning & Zoning Commission on June 24 approved several routine applications and recommended a street renaming, all by unanimous 5-0 votes.
The commission approved minutes from its April 22, 2025 meeting. It then granted architectural approval for application 25-032AR (Signorama USA for Colonial Holdings LLC) to install a new monument sign face and wall signage at 11317 Okeechobee Boulevard; staff (Joseph Ledger) recommended approval and Commissioner McKellen moved the motion with Commissioner Geary providing the second before a unanimous vote.
The panel also approved application 25-054AR (Signorama West Palm for RP Logistics LLC) for new wall signage at 100 Aldi Way, Suite 600. Staff recommended approval; applicant Gil Streleck offered no substantive presentation. Commissioner Derry moved approval and Commissioner Leland seconded before a 5-0 vote.
Application 25-050SE, a special-exception use for Shanghai Foot and Massage Inc. at 129 South State Road 7, Suite 403B, was recommended to the Village Council by the commission. Staff noted the business had operated for more than 10 years and recommended approval with site-specific conditions, including that the establishment close to the public no later than 9 p.m. and maintain window visibility; Commissioner Derry moved to approve and Commissioner McKellen seconded, and the motion carried 5-0.
The commission recommended approval of application 25-027SMAR, a major site-plan modification from Urban Design Studio on behalf of Southern Boulevard Villas LLC, to add two mail kiosk pavilions, revise recreational areas and update parking data for an approximately 318-unit multifamily development. Lindsay Jean Louis told the commission the change followed a recent USPS policy that "doesn't allow you to have a mail pick up in each building anymore." The motion to recommend approval passed 5-0.
Finally, the commission recommended that the Village Council adopt Resolution No. 25-18 to rename a short portion of Crestwood Boulevard (south of Okeechobee) to Virginia C. Baker Boulevard to honor Verdina Baker, described in the record as "the former county administrator" who retired in May. Staff told commissioners there are no addressed parcels on the renamed segment, so postal service and addresses would not be affected. Commissioner Leland moved the recommendation and Commissioner Dirie seconded; the commission voted 5-0.
All motions reported in the meeting record were unanimous votes with no recorded dissents. The commission adjourned and set its next meeting for July 2025.
