Morris County commissioners hear updates on bridge meeting, county map, waste fees and film-location outreach

At its Oct. 8 work session the Morris County Board of County Commissioners heard a series of administrative updates and logistical announcements from department heads and commissioners.
Deputy Director Steven Shaw announced public-works items including completion of resurfacing on Newark Pompton Turnpike and ongoing work on Schooley's Mountain Road. Shaw told the board "Morris County, in partnership with NJTPA, will host a virtual public meeting on Tuesday, October 14 regarding the East Hanover Avenue Bridge catenary/vertical clearance project," and provided the meeting time as 6:30–8 p.m.
Shaw also noted a planning-and-preservation item on the evening's agenda, listing resolution 2025-840, described as a technical rule change to the county historic-preservation program (public access requirements, cumulative funding thresholds and easement termination language). He said staff counsel was available to answer technical questions.
On mapping, Shaw said commissioners received a draft official county map and that resolution 2025-856 on the agenda would set a Dec. 3 public hearing to consider adoption; planning and engineering have reviewed the draft.
On solid-waste finance matters the board was told that the Northern County Municipal Utilities Authority (NCMUA) will introduce budgets at its Oct. 14 meeting, and the presentation referenced a proposed $2-per-ton decrease in the tipping fee "bringing it down to $113 per ton" starting in 2026, language used in the meeting. The chair also noted MCMUA will present new curbside recycling shared-service contracts with Long Hill, Hanover, Rockaway and Wharton at a separate meeting.
Commissioners discussed an idea raised by Commissioner Christine Myers to create a county-level shared-service point of contact for film and production location requests to better coordinate town-by-town inquiries and attract more productions. Members suggested the county administrator and chambers of commerce could be involved in designing a central point of contact.
Department heads provided brief operational updates: an employee wellness and safety fair is scheduled for Oct. 17; law and public safety staff announced Rockaway Township will join the county records/dispatch system next week to improve information sharing during emergencies; and staff showed a command-center demonstration during recent tests.
Procedural notes: the clerk said there were 47 resolutions on the evening agenda; the transcript records no formal roll-call votes on those resolutions. The board called for a motion to adjourn at the meeting's close; an unnamed mover made the motion, members responded 'Aye,' and the chair adjourned the session.
Next steps: public notices for the Oct. 14 bridge meeting and the Dec. 3 county-map public hearing will be published; the NCMUA and MCMUA will introduce their budget and contract items at their October meetings for subsequent action.
