Local nonprofit introduces homelessness outreach and transport plan at Morris County meeting

Jeff Fisher, identifying himself as with the Ride the Wave Foundation, spoke during the public-comment period at the Morris County Board meeting on Oct. 8, 2025, to introduce a new homelessness outreach effort and related programs.

Fisher said the foundation, formed in June 2023, began after a chance encounter with a homeless man and has since distributed ‘‘over a 100’’ sleeping bags while working to build trust in the community. He described a multi-part plan that includes a taxi-style Wave transportation service to help residents experiencing homelessness reach services and appointments, a podcast to raise awareness and fundraising, and an eventual goal to build an all-inclusive, modern campus where people could stay until they are "feeling their best selves." "I started a podcast... the grand commitment of Ride the Wave Foundation is to build an all inclusive, modern campus for people experiencing homelessness," Fisher said.

Fisher said he has discussed the effort with local officials, naming Sheriff Gannon and the mayor, and described collaboration with a co-host and CEO identified as Jevon. He asked only to introduce the organization and to begin building partnerships; no formal request for county funding or approvals was recorded during his remarks.

The board accepted Fisher's comments during the public-comment period; the meeting record shows no immediate staff response, follow-up motion, or commitment of county resources. The chair closed public comment after Fisher and moved the agenda to resolutions and routine business.
