Morris County board approves minutes, communications and multiple resolutions; commissioner abstains on minutes

The Morris County Board of County Commissioners met on Oct. 8, 2025, in Morristown and approved routine business including the Sept. 24 work session, executive session and regular meeting minutes, with Commissioner Deborah Smith recorded as abstaining on the minutes vote.

The board also approved two items of communications listed on the agenda following a motion and second and without recorded opposition. Later in the meeting, the board moved and passed a slate of resolutions by roll call; during that roll call the clerk recorded affirmative responses from the commissioners present, and the resolutions carried as read.

The board then approved a motion to pay the county bills; the clerk conducted a roll call for that motion and the motion to pay the bills was approved. Chair Cabana and other commissioners voiced assent during the roll-call sequence.

Commissioner Deborah Smith used the meeting to acknowledge the second anniversary of the Oct. 7, 2023, attacks in Israel and asked for prayers for hostages and a lasting peace. The meeting concluded after a motion to adjourn passed by voice vote.

No ordinances were on the agenda for this meeting. Several county staff and legal advisors were present, including Dina Leary, county administrator; Brian Murray, assistant county administrator; John Napolitano, county counsel; Stacey Santucci, assistant county counsel; and Deborah Lynch, clerk of the board.

Next steps: There were no contested final decisions or ordinances requiring follow-up public hearings identified on the agenda; items recorded as resolutions or routine approvals will proceed under the county’s standard implementation procedures.
